Industry standards have mandated that no longer can your service fees be passed to debit card anymore. So for these, you must remain responsible for the fees which are 2.9% + $0.30 per transaction.
When a service fee is not applied to payment, it's because your customers elected to pay with a debit card.
We can't tell if it's a debit card until the payment is being processed, we also cannot block debit cards being used.
